Self-assessment Network Impact Program – SNIP
Considering the characteristics and goals of the currently in-development European Digital Strategy, the SNIP Project aims to develop a self-assessment programme for stakeholders to assess users’ vulnerabilities by design and by default in compliance with the newly enacted Regulations approved as part of the EU Digital strategy, with a particular focus on obligations arising from the recently approved Digital Services Act and the Digital Markets Act.
SNIP is conducted by two units University of Bari “Aldo Moro” (Antonio Davola, PI) and the Sant’Anna School of Advanced Studies (Caterina Sganga and Denise Amram) handling the different challenges and activities that the project entails.
PROJECT ACTIVITIES
SNIP had the privilege to address the challenges launched by the DSA at the very beginning of its enfocement path, looking at the contribution that not only VLOPs and VLOSes, but also SMEs and users may provide for a safer and transparent digital environment. Through an intense activity of stakeholders’ engagement, we explored the EU obligations set for the digital services provision and market placement, combining the needs of law certainity, costs management, and compliance of the economic operators with academics, technicians, and policy makers insights, in order to raise awareness among SMEs and users.

Self-Assessment Tool
Conversational Risk Navigator for DSA Normative Assessment
(Co.Ri.N.N.A.)
A smart interface to drive a self-assessment under the DSA obligations has been also made available in open access.
The tool -developed through the SNIP participatory approach – is tailored to address SMEs needs of compliance. It does not provide legal advice, but it is meant as a useful automated checklist based on the declared characteristics of the user. Any outcome is suitable to be validated, observing the principle of human-in-the-loop.
